The Mirror reported only today that the Portugal international is on Arsenal’s radar for the final three weeks of the summer transfer window.
Could it happen?
In a word, yes.
There is obvious history between Arsenal boss Mikel Arteta and a lot of Manchester City players.

The Spaniard spent four years working as Pep Guardiola’s assistant at Eastlands and inevitably struck up a bond between a lot of City stars.
And it seems like he and Silva had a solid working relationship, because here’s what the latter wrote on Twitter about Arteta when Arsenal hired him 18 months ago.

Another reason it could potentially happen is because, well, Silva isn’t as needed at the Etihad Stadium as he once was.
Despite winning three Premier League titles under Guardiola, the former Monaco magician – a £70 million signing in 2017 – may be deemed surplus to requirements after the £100 million move to sign Jack Grealish this week.
It goes without saying that Arsenal need a player of this role, evident by their attempts to sign James Maddison.
But Silva is the player on their radar now and Arteta may just be receptive toward making it happen.
